It may be a pet peeve of yours but that poor child has to live under the irresponsible roof of their parent for years. Better to let the state take the children and redistribute them to better parents...

Little children and cats have amazing ability to teleport into most unsuitable places, and leashing them, while effective, is just not something that should be done. Of course, in hind sight, holding your child by the arm while in the 42nd street subway station is probably a good idea.
