update My Russian-fluent friend Deadprogrammer informs me that the captions say the National Guardsmen killed the dogs after taking the photos. So the cow deserves credit for surviving, and ass-whipping, but not the actual kills.

Those dogs were shot but the National Guard after escaping and trying to survive after Hurricane Katrina. Poor dogs, should have let them kill that cow!
