Actually, the widely-misinterpreted study actually shows that abstinence-pledging teens are more likely to partake in those sex acts than other virgins (e.g. ones who can't get laid or didn't need a formal program to commit to chastity):

The latest study, published in the April issue of the Journal of Adolescent Health, found that teens pledging virginity until marriage are more likely to have oral and anal sex than other teens who have not had intercourse.

The study does not show that they're more likely to suck dick or get butt sex than the average teen, never mind teens who are sexually active.

That would be even funnier, but I think the commentators are jumping the gun on this one.
