For the last time, people, it's not a two-headed baby; it's two babies with one body:

baby with a parasitic twin

The number of babies is equal to the number of brains. I don't care if they're joined at the top of the head, at the cheeks of the ass or have a single torso with two necks.

update Another photo of them, with a caption that correctly refers to them as twins.

Looks like a two headed baby to me.

It's a pair of pants, a pair of socks, a pair of scissors - but not a pair of baby heads.

Actually they are treating thisas one baby.. News says baby with extra head and "the head" doesn't have a name or anything.

Going by the "reports" referred to on the Urban Legends reference page (link below) you are right, these are twins. I find the ethics of the separation operation heart-wrenching, since there was no possiblity of saving the un-named one.
