Here is Borat's speech to the Oklahoma City Council's Traffic Commission, in its 17-minute entirety, from "Borat's Guide to the USA II, Episode Two: Politics". Highlights include absurd sexism and a moment of silence for a make-believe tragedy — the "Kishniyek Massacre".
So, he goes around, pretending to be from some third world country, in an effort to waste people's time and ridicule them? Sounds like quite a dickhead to me.

Ali G, as revealed in the movie, stands for Alistair Griffin. He's a wanna-be Muslim.
It is offensive to Kazakhs, though.

Other than Ali G being the main character, and Borat making a cameo, it had nothing to do with the show. Totally different format and style of humor.
