Can a N***a Tell a Joke?

Aaron McGruder's comic strip "Boondocks" has parodied reality-TV shows "The Apprentice" and "Da Band" with a make-believe show called "Can a N***a Get a Job?" ("Episode" 1 here.)
In it, characters can't make it to work on time, smoke pot in board rooms and threaten to knife the other contestants.
As McGruder hoped, it's generated enough controversy that some papers have (temporarily) stopped running Boondocks.
Julian Sanchez says it's "like refusing to publish A Modest Proposal out of fear of offending the Irish".
But Sanchez's analogy is wrong on an important point: Jonathan Swift was an Englishman (albeit one interested in the plight of the Irish).
If Aaron McGruder was not black, would he be able to get that strip published anywhere?
