The US is at least somewhat responsible for what happened on 9/11 because of its brutal foreign policy. Most Americans don't know that the US put the Shah in power in Iran (with a goal of securing oil, as described in the declassified documents). That led to Khomeini gaining support.
They also don't know that after Chile had put a Marxist party into power in a *democratic* election, the US helped put a brutal dictator in power to crush them.
Those are just two examples of many that the masses aren't taught. We are hated by many around the world, especially unforgiving Muslims.
But, back on topic, it looks like there will be a civil war in the near future. That was bound to happen, though you could blame toppling Saddam as destablizing the region. His iron fist at least kept some things in order.

And yes, you are right on your two examples. Don't also forget the Iran-Contra affair, the installment of Fidel Castro, etc. We have had many fucked-up episodes in our foreign policy, but we have actually done good things as well. And there have been instances in which we should have acted but did not.
