I agree with Salon that the case of anti-abortion extremist Clayton Waagner, who sent fake anthrax through the mail to disrupt the operations of abortion clinics and pro-choice organizations, including a group that was in my previous office building (shutting down all the exits until a biohazard team could come by and investigate; I was outside at the time).

However, it's not exactly an apples-to-apples comparison. First of all, he didn't actually kill anyone, much less thousands of people. Second of all, he's not even the A-list terrorist of anthrax mailing; we still haven't arrested whoever sent the real stuff in late 2001.
